Security Clearances 
 
 
The Halton Regional Police Service issues the following three types of clearances for members of the public who reside in the Regional Municipality of Halton:

1. Canadian Police Certificates:

Purpose(s): For Visa, Foreign Travel or Foreign work permit applications

This Certificate verifies that the applicant does not appear in the National Repository of Criminal Records. 

Please attend HRPS Headquarters or any of our District offices to fill out the application.

Fee: $30.00  

 Note: Should an applicant have a criminal record, pending charges or current Judicial Orders, a Canadian Police Certificate will not be issued. A Security Clearance Request, however, will be provided.

2.  Security Clearance Requests:

Purpose(s): For employment, volunteering or for when applicants are not eligible to receive a Canadian Police Certificate.

This clearance includes disclosure of information from the National Repository of Criminal Records and includes:

  • Criminal Record (Adult and/or Young Person, including Summary Offences)
  • Record of not criminally responsible on account of a mental disorder
  • Probation, prohibitions and other judicial orders which are in effect
  • Pending charges under federal statutes
  • Convictions/pending charges under the Child and Family Services Act
  • Admissions of abuse of the vulnerable
  • Suspect information
  • Details of information that may assist an agency in making an informed decision, including incidents under provincial statutes (i.e. Mental Health Act)
  • Court proceeding dispositions including withdrawn charges, acquittals, peace bonds, etc.
  • Information from the local records of Halton Regional Police Service and/or from the records of other police agencies where the applicant has resided within the last five years

Fee: $30.00 for employment; $15.00 for volunteer positions

3. Security Clearance Requests – Vulnerable Sector Screening:

Note: Vulnerable Person means individuals who are at a greater risk of being harmed than the general population because of their age, disability or handicap, or circumstances whether temporary or permanent.

This type of request is for applicants requiring clearances for the purposes of employment and/or volunteering with the supervision of children, the disadvantaged or the elderly. The search of information will include the same data as a regular Security Clearance Request, as well as ascertain if applicants have ever been pardoned for a sexual offence. It requires the signed consent of the applicant.   

Fee: $30.00 for employment; $15.00 for volunteer positions

Identification:

Two pieces of valid government-issued identification (one photo I.D.) must be provided.

Examples include:

  • Age of majority card            
    •  Driver's licence     
    •  Birth certificate
  • Citizenship card
  • Passport
  • Military identification card

Payment:
  
Payment can be made by cash, debit, Visa or Mastercard.  Personal cheques are not accepted, unless certified.

Note: There is a certification charge of $5.00 for each additional copy of Security Clearances required or requested.

Processing Time:

The turnaround time for processing Security Clearances varies from two (2) to four (4) weeks from the date of application. Priority is given to those required for employment purposes. 

Note: Response time could extend beyond four weeks, however, due to unpredictable increases in demand for this service, depending on the time of year and/or if applicants have resided outside of the Region of Halton within the past five years. 

Processed Canadian Police Certificates and Security Clearance Requests will be forwarded to the attention of applicants by mail unless alternate arrangements are made for pick-up at the Police Headquarters location only.

Out-of-Province/Country Applicants:

Applicants residing out-of-province or out-of-country may apply for Canadian Police Certificates or Security Clearance Requests by:

  • Completing the appropriate form

  • Submitting notarized photocopies of two (2) pieces of government-issued identification
  • Including payment by certified cheque

Applicants may also provide a letter of authorization to a family member to proceed on their behalf by responding in person to one of the above noted locations and submitting the application and payment.

Completed Security Clearances will be returned to applicants by mail and/or released to the authorized family member.
